There's a not enough clarity as to if the drone jammers are topic to the embargo under the sanctions regime, but they may be included if they have been employed for offensive armed service functions, rather than simply just for protective use. The drones were civilian drones, but used for army functions, sometimes retrofitted to drop munition.  T
